Launched in 2018, Trusted Workforce 2.0 is the most far-reaching reform of the Federal Government's personnel vetting system ever.
What is personnel vetting?
Personnel vetting is the process by which individuals undergo investigation, evaluation, and adjudication. It encompasses the policies, processes, and tools used to determine whether personnel should be trusted-
- with a credential granting access to government IT systems or facilities (Credentialing)
- to work for—or on behalf of—the government (Suitability/Fitness)
- to occupy a sensitive position, which may include having access to classified information (National Security)
Why reform personnel vetting?
The approach used today for personnel vetting was developed over decades. Over time, it has been modified as new threats were identified, but the underlying framework remains the same. Personnel vetting processes require modern transformational reform in line with today’s complex missions, societal norms, threat landscape, changing workforce, and evolving technology.
Trusted Workforce 2.0, or TW 2.0, aims to better support agencies’ missions by reducing the time required to bring new hires onboard, enabling mobility of the Federal workforce, and improving insight into workforce behaviors.

Personnel Vetting Policy Index
The personnel vetting policy index contains documents that are fundamental to the Federal personnel vetting mission.
The Trusted Workforce 2.0 initiative established a new uniform policy framework that requires a review and update of existing policies and regulations to ensure alignment.
As new policies are issued and existing policies are revised, this policy repository will be updated to include them.
