Nichelle Johnson Billips

Experienced, innovative leader and international legal expert.
Ms. Johnson Billips is an accomplished lawyer and leader with over 18 years of experience with cross-cutting initiatives in both the public and private sectors. She seeks to improve lives by leveraging the reach of the government to solve problems that seem intractable. With the U.S. Agency for International Development (USAID), Ms. Johnson Billips supported the life-saving work of the Global Health Bureau, including HIV/AIDS and maternal and child health programs. Most recently, she was instrumental to the U.S. government’s global COVID-19 vaccine donations. She worked closely with international organizations, corporations, and other agencies to deliver on the President’s ambitious goal of delivering hundreds of millions of vaccines around the globe. During her time at USAID, Ms. Johnson Billips has received Meritorious Honor, Superior Honor, and Distinguished Honor Awards, including for negotiating an agreement with a public international organization that resulted in saving the U.S. government tens of millions of dollars.
Prior to joining the government, Ms. Johnson Billips practiced law at a private firm where she negotiated public finance and project finance transactions for infrastructure, and renewable energy projects, and public-private partnerships.
Ms. Johnson Billips has a B.A. in Anthropology and International Studies from Yale University. She received her J.D. and LL.M. in International and Comparative Law from Duke Law School.
As a WHLDP Fellow, Ms. Johnson Billips is assigned to the Office of Management and Budget to work on the Government-Wide Management Learning Agenda.
