Leticia Sierra

Department of Labor

Leticia Sierra is a senior attorney specializing in immigration in the U.S. Department of Labor, Office of the Solicitor. In this capacity, she advises the Employment and Training Administration (ETA) in its operation of the Department’s employment-based immigration programs. Before coming to the Solicitor’s Office, Ms. Sierra was a senior manager in ETA’s Office of Foreign Labor Certification, where she served in various posts that included Deputy Administrator and Director of Finance and Administration. Ms. Sierra also served in the former Division of Foreign Labor Certification as Acting Chief and as Manager of the Temporary Labor Certification Programs. Before coming to the Department of Labor, Ms. Sierra served as a program examiner in the Office of Management and Budget, where her portfolio included the Department of Labor’s immigration programs and a number of worker protection programs. Earlier in her career, she worked for the National Clearinghouse for the Defense of Battered Women, where as Legal Projects and Policy Coordinator she assisted the organization’s efforts on behalf of victims of domestic violence. Ms. Sierra began her legal career in Los Angeles as a labor and employment litigator.

Ms. Sierra holds a B.A. in History from Yale University, a J.D. from Brigham Young University, and a Master in Public Policy degree from the John F. Kennedy School of Government at Harvard University.
