Ariel Novick

Ms. Novick is currently the Director of Plan Analytics and Review at the Center for Consumer Information and Insurance Oversight at the Centers for Medicare and Medicaid Services (CMS), where she is responsible for Health Insurance Exchange operations and analyzing trends in health insurance market competition and price.
Previously she was the Deputy Director of the federal Transitional Reinsurance Program, where she led the implementation of a multi-billion dollar program that helped stabilize the private health insurance markets. As one of the earliest members of CMS who implemented the Patient Protection and Affordable Care Act, she developed policies and regulations for many of the health insurance market reforms and payment programs under the law. Ms. Novick began her time at CMS as a Presidential Management Fellow in the Office of Legislation, where she worked with Congress on private health insurance reform and the drafting of the Patient Protection and Affordable Care Act.
Ms. Novick holds a M.P.H. from the University of Michigan and a B.A. from Wellesley College.
As a White House Leadership Development Fellow, she intends to advance the Federal Data Strategy by developing priorities and communicating implementation activities as part of the Leveraging Data as a Strategic Asset CAP Goal.
