Announcing Priority Area Leaders of the President's Management Agenda

Last November, the Office of Management and Budget (OMB) and President’s Management Council (PMC) launched the Biden-Harris Management Agenda Vision—an ambitious and bold roadmap for ensuring an equitable, effective, and accountable Federal Government that delivers results for all. Since then we have made tangible progress in implementing the President’s Management Agenda (PMA) by advancing the vision’s three core priorities: strengthening and empowering the Federal workforce; delivering excellent, equitable, and secure Federal services and customer experience; and managing the business of Government to build back better.

Today, as a significant next step, I’m pleased to announce the leaders of each of the three PMA Priority Areas—who will serve as the key executives responsible for driving forward these three priorities across the Federal Government.

Each Priority Area Lead (PAL) brings depth of experience and expertise combined with the unique capabilities and roles of each of their agencies. Each PAL is a member of the PMC—the body that advises President Biden on Government-wide management priorities. Together, this impressive group of leaders will use the PMC to establish the strategic vision and drive implementation and progress across the Government.

The leaders charged with spearheading the work ahead that will guide our ambitious efforts across agencies are:

Priority Area 1 - Strengthening and Empowering the Workforce

  • Kiran Ahuja, Director of the Office of Personnel Management
  • Dr. Kathleen Hicks, Deputy Secretary of Department of Defense
  • Julie Su, Deputy Secretary of the Department of Labor

Priority Area 2 - Delivering Excellent, Equitable, and Secure Federal Services and Customer Experience

  • Dr. Jewel Bronaugh, Deputy Secretary of the Department of Agriculture
  • Robin Carnahan, Administrator of the General Services Administration
  • Donald Remy, Deputy Secretary of Veterans Affairs

Priority Area 3 - Managing the Business of Government to Build Back Better

  • Don Graves, Deputy Secretary of Commerce
  • Andrea Palm, Deputy Secretary of Health and Human Services
  • John Tien, Deputy Secretary of Homeland Security

By identifying a diverse group of leaders across the wide scope of the Federal Government, this announcement acknowledges that breadth and reach, and underscores the PMC’s commitment to supporting the progress and opportunities that lie beyond the reach of any one Federal agency.

In the near term, PALs will work to identify both strategies and Cross-Agency Priority (CAP) goal leads to attack day-to-day implementation, as well as kicking off the action planning process that includes outcome focused goal statements, success metrics, workstreams, and milestones. We look forward to providing additional updates this spring on the full set of leaders that will lead PMA implementation as well as key success metrics we will use to track progress.
