Climate Change
Combat global climate change by advancing climate resilient, net-zero emissions development globally.
- Strategic Engagement: By September 30, 2025, the U.S. Government (USG) is actively implementings a climate engagement strategy in 60 countries an engagement strategy with clearly defined mitigation and/or adaptation objectives.
- High Impact Results: By September 30, 2025, USG diplomatic, technical, or financial support contributes to the achievement of 30 outcomes that reflect significant new progress toward keeping a 1.5°C future within reach and/or strengthened resilience to climate impacts in line with President’s Emergency Plan for Adaptation and Resilience (PREPARE).
- Nationally Determined Contributions: By September 30, 2025, USG technical, financial, or diplomatic support to 20 countries contributes to those countries developing and submitting updated and more ambitious NDCs in accordance with the Paris Agreement.
- Inventory and Transparency: By September 30, 2025, USG technical, financial, or diplomatic support contributes to 20 countries enhancing their institutional frameworks and capacity to deliver timely, high-quality National Inventory Reports and Biennial Transparency Reports.

HIV/AIDS
In countries supported by The United States President’s Emergency Plan for AIDS Relief’s (PEPFAR), the U.S. Department of State and USAID aim to achieve and sustain control of the HIV epidemic and end HIV/AIDS as a public health threat by 2030.
- By September 30, 2025, State and USAID will help supported countries attain the 2025 Joint United Nations Programme on HIV/AIDS ( UNAIDS ) 95-95-95 targets* and 86 percent population viral load suppression (PopVLS).
- By September 30, 2025, PEPFAR will 1) ensure that the four** PEPFAR-supported countries that have already achieved 86 percent PopVLS sustain that progress, and 2)support eleven*** additional countries to achieve 86 percent PopVLS to reach the 2025 UNAIDS 95-95-95 targets.
*The UNAIDS 95-95-95 targets are defined as 95 percent of people living with HIV knowing their status, 95 percent of those who know their status receiving treatment, and 95 percent of those on treatment being virally suppressed.
**Countries at 86 percent PopVLS include Botswana, Eswatini, Rwanda, and Zimbabwe.
***Countries that are targeting 86 percent PopVLS by September 30, 2025 include Burundi, Cameroon, Ethiopia, Kenya, Lesotho, Malawi, Namibia, Nigeria, Tanzania, Vietnam, and Zambia.

Diversity, Equity, Inclusion, and Accessibility (DEIA) in Programs
USAID’s engagement will become more inclusive, equitable, and responsive to the needs, priorities, and solutions of the diverse communities, organizations, and people in the countries in which we work. By September 2025, we will:
- expand locally-led programs;
- ensure that all Missions have a Gender Advisor with a sufficient Level of Effort (LOE)* aligned with internal policy requirements; and,
- update both programs and acquisition and assistance practices to promote equity, inclusion, and accessibility in line with applicable policies and federal regulations.
This APG aligns with the five actions outlined in USAID’s 2024 Equity Action Plan.
*Minimum Gender Advisor LOE for Missions with a program budget of less than $30 Million will be 50 percent; $30-100 million, 75 percent; above $100 million, 100 percent. Per the Automated Directives System (ADS) 205, a Gender Advisor is defined as a person with the technical skills, competencies, and experience necessary to provide appropriate, in-depth guidance to technical and program staff to ensure that gender equality and women’s empowerment are integrated in meaningful ways across the program cycle, but especially in program design. Gender advisors are appointed by Missions or Washington Operating Units and possess an educational background or experience working on gender integration and women’s empowerment in one or more technical fields. In all cases, the advisor will have responsibilities explicitly included in their job description. The Office of Human Capital and Talent Management(HCTM) has pre-classified Standard Position Descriptions on their SPD Page.

Preventing Child and Maternal Deaths
By September 30, 2025, the United States will contribute to an average annual reduction of 3 percent* in the under-five mortality (U5MR)** per 1,000 live births in U.S. government (USG) priority countries through evidence-based maternal child health, malaria, health systems, nutrition, reproductive health / family planning, and water, sanitation, and hygiene (WASH) activities.
*The Global Health Bureau (GHB) technical teams looked at past trends and near-term projections, the level of 3% was judged as both feasible and also a challenge to maintain.
**Maternal mortality estimates are not updated every year.

Resilience and Food Security
Facilitate inclusive, resilient growth in the agriculture and food system to sustainably reduce poverty, food insecurity, and malnutrition. By September 30, 2025, annual sales by assisted farms and firms in the agriculture and food system will exceed the previous three year average by 10 percent.*
*Efforts to achieve this goal statement will be focused in the following 20 FTF target countries: Bangladesh, Democratic Republic of the Congo (DRC), Ethiopia, Ghana, Guatemala, Honduras, Kenya, Liberia, Madagascar, Malawi, Mali, Mozambique, Nepal, Niger, Nigeria, Rwanda, Senegal, Tanzania, Uganda, and Zambia.
